    Loan Transaction and Compliance Analyst

    Rhode Island Infrastructure Bank is Rhode Island’s central hub for financing infrastructure improvements for municipalities, businesses, and homeowners. We leverage limited capital in revolving funds to offer innovative financing for an array of infrastructure-based projects including water and wastewater, transportation, energy efficiency and renewable energy, and brownfield remediation. These quality of life projects improve the State’s infrastructure, create jobs, promote economic development, and enhance the environment.

    Position Summary

    The Loan Transaction and Compliance Analyst is primarily responsible for developing, implementing, and administering the Bank’s compliance management program. Central to the initial work will be developing policy and procedures for complying with applicable Federal and state laws pertaining to the Bank’s lending programs as well as loan compliance with a focus on borrower loan covenants. The role will also coordinate with internal and external resources to facilitate the loan closing process.


    Compliance – Loan and Program

    • Manage the Bank’s loan compliance program including borrower covenant tracking. Develop policy and procedures for activity tracking, utilizing the Bank’s loan management software (EnABLE).
    • Onboard and track compliance and covenant items via EnABLE to automate borrower engagement activities to facilitate and report on compliance program.
    • Oversee the preparation and delivery of single audit letters for borrowers and ensure that the Bank receives required audits. Review audits to ensure accuracy.
    • Provide loan program assistance to interpret Federal and state regulations and Bank policies and procedures related to loan programs.
    • Assist with program condition and reporting, capitalization grant application and award conditions, set-aside work plans, capitalization, and the annual audit.

    Transaction Management

    • Coordinate loan documentation including commitment letters and loan agreements consistent with board approved terms and conditions.
    • Prepare loan closing documents and track progress from board approval to close. Correspond with borrowers, borrowers’ counsel and financial advisors, as well as the Bank’s general counsel and financial advisor to facilitate the closing process.
    • Maintain current knowledge of all applicable Federal and state laws and regulations, along with the Bank’s policies and procedures.
    • Other tasks as assigned.


    • Bachelor’s degree in finance, economics, business administration, or other equivalent experience.
    • Paralegal or equivalent experience preferably in a mortgage company, bank, or law firm. Knowledge of legal terminology, research, and documentation experience as it applies to lending.
    • Five or more years of experience in work related to compliance, auditing, or quality assurance in the lending and/or loan servicing industry and proficiency with loan management software.
    • Strong project management skills including leadership, communication, scheduling, risk management, negotiating, critical thinking, and task management.
    • Proficient in Microsoft Word, Excel, PowerPoint, and Outlook.
